To clarify the rule 1-8-6-PENALTY:

The coach is permitted to use electronic devices in the dugout for one-way communication to the catcher while the team is on defense. This does not negate the ability of the catcher to verbally communicate with the coach in the dugout.  

For example, a coach electronically communicates a pitch to the catcher.  The catcher turns to the coach and verbalizes that she wants a different pitch called.  This is LEGAL.

Rule 1-8-6 only refers to electronic 2-way communication.  Therefore, traditional communication from the catcher to the coach is still legal.
